If you are using WhatsApp OTP and sending authentication messages to these 9 countries/regions, you will be charged at the authentication-international rate.

What is the authentication-international rate?
You can view your assigned country/region under "Primary Business Location" in the Meta Business Manager platform. Each business is designated a unique "Primary Business Location." If you send authentication messages to customers outside your primary location, and the destination country/region has an international authentication rate, you may be charged the international authentication rate.
For example, if your business entity is based in Indonesia and you initiate an authentication conversation with a WhatsApp user whose country/region code is +62 (Indonesia), you will not be charged the international authentication rate, as both you and the user are in the same country/region. However, if your business is located in India, you may be required to pay the international authentication rate.
How does Meta determine the eligibility for the authentication-international rate?
If your business generates over 750,000 verification sessions across all WABA accounts within a 30-day period (or 180 days for India), and these sessions involve WhatsApp users from countries/regions with authentication-international rate pricing, you will be deemed eligible for the authentication-international rates.
Once you are deemed eligible, Meta will send you an email notification to inform you that you have met the qualification threshold. Meta will also attempt to determine your business's primary operating region using publicly available information. You will have 30 days to confirm and appeal the primary operating region; after 30 days, your business will be classified as international.
